I always want to grab a notebook, interested world leaders and then reps from each of the industries affected and sit down and work out the details of actively fixing these problems. First list all the issues that are going on, proposed solutions, issues with the proposed solution and then figure out funding. Overfishing:
Problems-work for fishermen, difficult to replenish populations, people want to eat fish types.
Solutions: retrain fishermen into fisherfarmers. Locate suitable land for this. Use aquariums like zoos to rebuild populations to be released into wild. Use ability to grow meat into a vat to replace fish. Do a shame campaign similar to smoking to get people to switch. Make it illegal to fish and enact harsh penalties with equally vigorous enforcement. Include stringent penalties on countries who fail to adhere. Funding sources: initial seed money by each government proportional to economic size. Just the way I view it anyway.
