I had a cell phone as punishment when I was 11 because I never checked in with my mom when I went to a friends’ house…kids are getting more independent at younger ages, depending on what the kid does, I’d want mine to have a cell phone in case of emergencies and to check in if I was at work, etc. She should get the phones made for kids…that’s only let you dial 3 preset numbers and 921
