OR she's one of those people who insists that she will lose weight before her wedding and insisted on buying a smaller dress but she isn't losing weight as her wedding date approaches and her parents don't want their money going down the tubes or her crying to them when she needs a new one.

This is a difficult situation to read.  Odds are that the parents are controlling assholes who have no concept of how to be compassionate or warm. However, Katie may also be a life-long self-saboteur and this is her loving parents' way of getting through to her. Or both are true because the vast majority of people are just horrible.

Yes, weighing yourself is always a good way to cope with stress, especially in preparation for an event at which so many eyes and cameras will be aimed at you.
