QIP 2010 or Quiet Internet Pager is a Russian Instant Messaging Program. Apparently you can use it to tweet and when using symbols it allows you to bypass the 140 character limit.

Well that’s anti-climactic. Here I was imagining the hacking scene at the end of Jurassic Park. “It’s a Unix system, I know this.”
