She is wearing or something similar too a funeral shroud, white is death for Asians not black like in the west. I cant see if she is making a morbid face or has make up on.. There are also many MANY Asian ghost stories pertaining to young girls and its a known fact even in the west that they attract ghosts. This is a very spooky image to us and unexpectedly seeing this on the street might make some people jumpy.
