Here's another video that provides much needed context, and not lefty moonbat conspiracy shenanigans about 9/11. The 'fuck you' is very likely directed toward the idiot Assemblyman Tom Ammiano, the sponsor of the bill and who just two weeks earlier told Arnold to “kiss my gay ass” (check 0:15) during a Democratic fundraiser, only before going up to the dais and channeling a flaming Charles Nelson Reilly. So, it's not unprovoked, and Arnold's not being a meanie to just SF. Just watch the video.
