Dressed in drag and blackface, Arkansas City, Kansas mayor Mel Kuhn won a beauty pageant fundraiser in character as “Smellishis Poon” with his back-up dancers, “The Red Hot Puntangs.” And, no, somehow this isn't a story from 100 years ago.
