I don’t understand. If most or all of a group of workers - say teachers - decided as a group because their employer was not doing whatever, what is to stop them from just not showing up for work until their employer decides to give them what they demand? Isn’t that their right to walk away? Is that not “collective bargaining?” How can you stop it?
