I think only the comment on the top is from the teacher. It says “Paula - thought you might want to hang this on the fridge!”. The rest is in a different pen and different writing, so i'm guessing it's the student's mom.  (I considered it might've been a girlfriend, but I doubt the teacher would be handing things to a girlfriend, and most girls would laugh along with their boyfriend at a gag like that, not put frowny faces!)
