These are ghosts from a scene in The Shining. Wendy sees them engaged in oral sex in one of the rooms at the Hotel. The man with the bald head is Horace Derwent, a previous owner of the Overlook. The man in the bear costume is his lover.
In the novel, the young guy has a crush on Derwent and is willing to do anything for him.
When Derwent throws a lavish 1920's ball the young man attends wearing a dog costume after being told if he dresses up and acts like a nice doggy, maybe he'll sleep with him.
Nobody knows why Kubrick changed the costume to a bear for the movie.
