What Happened to Miley Cyrus’ Arm? Photos

Enjoying the SoCal weather this weekend, Miley Cyrus and her mom, Tish, were seen out and about in the Los Angeles area. It has been rather nice here :-) But what is up with Miley’s arm? Scratches?
