I think it's a woman cop.

I've seen cops texting while driving too. I hate that anyone would text or talk on the phone while driving. It's so dangerous. Also I've seen people eating & putting on makeup while driving which is also dangerous.

They can still pull you over if you're stopped and texting. I see this all the time though… and cops with their cell phone right up to their ear….

Yeah so what he's a cop he can shoot you to if he really wants to

But he's using his phone to take a picture to make a point that the cop is using his phone…

Judging by the cars in the wing mirror it looks like everyone has stopped.
