Mysterious Creature Found in Golden Valley, MN. What Could It Be?

I just found what appeared to be a mangled animal or extremity from a larger creature while walking with a friend at Brookview park near my house. While there wasn't much blood and it was still moving, it didn't appear to have eyes or any real mouth. More pics to come...
